Guidance for non-commercial BBC 'Group' Divisions

This section is targeted at BBC 'Group' divisions and explains what is required to achieve compliance. A Process Flow for Packaging Data chart is also available.
 
 
Registering with a Packaging Compliance Scheme (PCS)
In order to discharge its responsibility as a seller, the BBC will register with a Packaging Compliance Scheme (PCS) and must comply with the terms of the scheme, especially around the returns of packaging data.
 
The Compliance Team in the Operations Group will apply to membership of a PCS in January every year. The costs of this application will be met by ORM for the first year. For 2008, the PCS is Valpak Ltd.
 
Failing to register with a PCS is a prosecutable offence with the possibility of an unlimited fine on indictment.
 
 
BBC Group Divisions - Compiling returns to the Packaging Compliance Scheme (PCS)
Following registration, the amount of packaging used in the previous calendar year must be submitted to the PCS. Responsibility for compiling these returns is split across the BBC 'Group', although overall operational responsibility for giving away prizes rests with the division/ programme.
 
To meet the requirements of the PCS, BBC divisions giving away prizes/ promotional items must:
  • Purchase merchandise for prizes and promotion through the Quick Order + system in order to account for this merchandise. The relevant category managers in procurement will track these purchasers through the approved suppliers.
  • Nominate an Identified Responsible Person (IRP) who will act as a point of contact for each division. Guidance on the IRPs responsibilities is available in the BBC Divisional Guidance on Packaging Waste document.
  • ORM will request the number of items purchased from procurement in January of the compliance year.
  • ORM will check and collate this information according to the process outlined in its internal process document. A divisional breakdown will be provided to the Identified Responsible Person in each division for checking and approval.
  • ORM will provide the aggregated figures to a Packaging Consultant, who will calculate the weight of packaging in the correct format for the PCS.
It is worth noting that failure to accurately calculate and return packaging data is a prosecutable offence with the possibility of an unlimited fine on indictment.
 
 
BBC Shop - Compiling returns to the Packaging Compliance Scheme (PCS)
This section applies to the BBC Shop as part of Nations and Regions only.
  • ORM will request the number of items purchased from the BBC Shop Retail Manager in January of the compliance year.
  • The Retail Manager will interrogate the shop's point of sale system to provide figures for all items sold and return them to ORM.
  • ORM checks and collates all of these figures and checks them against merchandise ordered through procurement. Any discrepancies are highlighted with the Retail Manager who has final decision on what should be included.
  • ORM provides the collated and agreed figures to a Packaging Consultant, who will calculate the weight of packaging in the correct format for the PCS.
Providing Returns to the Packaging Compliance Scheme (PCS)
This section applies to the Fair Trading Team and ORM only.
  • The Packaging Consultant will provide the BBC with the total amounts of packaging handled for the compliance year. The signed packaging returns from the divisions are used by the Fair Trading team to complete and sign off the packaging weight return, using the 2nd PCS form. This data needs to be returned by the final week in February in order to meet the PCS's requirements.
  • The PCS will submit our return to the Environment Agency by the end of the financial year.
  • The PCS will issue a request and invoice for Packaging Return Notes (PRNs) to meet the obligated amount of packaging recovered for the compliance year. In the first compliance year, ORM will meet these costs.
A late payment fee applies for late submissions of additional data before December of the compliance year.
 
 
Data Review and Compliance Assurance
(TBC once year 1 is complete)
Following the submission of the data to the PCS, ORM and the Fair Trading Scheme will conduct a data review to provide reassurance that all data has been included in the return. The review will be documented and any anomalies will be included as a late submission. The review process will also act as an opportunity to revise the published process.
