Guidance for Divisions with Distributor Obligations
The central divisions of the BBC (e.g. Audio and Music) are obligated as a 'Distributor' (see Definitions of EEE), because of the prizes and promotional items that are given to members of the public. In order to discharge its responsibilities under the regulations the BBC must register on behalf of all BBC divisions with the Valpak Distributor Take-back Scheme (DTS).
 
To ensure the BBC meets the requirements of its DTS membership, all members of staff ordering EEE for prizes or promotions must use the official procurement system.
 
In addition, the central procurement function must:
  • Keep accurate records of all EEE the BBC buys.
  • Ensure that the suppliers it uses are registered with a Producer Compliance Scheme (see Guidance for Divisions with Producer Obligations).
  • Ensure all EEE products it buys contain consumer information about correct disposal. This includes informing consumers that WEEE should not be disposed in general household waste, but should be taken to an approved recycling site.
  • Ensure all EEE it buys, includes the 'crossed out wheelie bin symbol'.
Commercial divisions of the BBC (e.g. BBC Worldwide and its subsidiaries) are also obligated as a 'Distributor' for the EEE they sell or give away. Owing to the complexity of their business and level of operational control, these divisions should enrol with the Valpak Distributor Take-back scheme separately. These divisions may also have Producer Responsibility.
