EGN10 - Safe Working with Live or Powered Equipment
Introduction
The Requirements and Guidance provided here set
safety standards for those who carry out maintenance or alignment
work on equipment which is live / powered. These Requirements and
Guidance cover broadcast electronic / electrical equipment; they do
not cover work on wiring installations. They apply to maintenance
engineers, technicians, project engineers and broadcast engineers
in all areas of the BBC, whatever Division.
The equipment covered by these Requirements and
Guidance will vary widely and will be found as:
- Bay mounted
- Under test in a workshop
- Test equipment
- Radio and TV Studio and OB control rooms
- Office based equipment
- Performers' equipment
- Hired equipment (where agreement is made to work on this)
Typical work being carried out will involve
removing covers to : access internal controls to make adjustments
to optimise performance; take measurements with test equipment to
determine the cause of fault conditions, and carry out work to
repair the fault. The equipment could be a camera, video mixer,
sound desk, monitor, receiver, video or audio tape recorder, CD
player, DTT Multiplexer, PC or server. In fact, any item of
electrical equipment found in broadcasting.
The Requirements and Guidance given here
therefore apply to a very large range of equipment used in BBC
undertakings. It will apply to BBC employees, and to Partners and
Contractors to the BBC.
These Requirements and Guidance do not apply
however to:
- wiring installations and power cabinets, lighting dimmers and hoists
- equipment supplied at voltages which exceed
1000V rms (1500V dc) between circuit conductors or 600V rms (900V
dc) between circuit conductors and earth.
but will apply to equipment which may have high
voltage, low current supplies such as monitors with 25 to 30kV
EHT.
These Requirements and Gudiance replace all
previous Corporate safety documentation with regard to live working
on powered equipment, issued by BBC Safety or by the former
Engineering Management Safety Committee. It does not however,
replace documents issued at Divisional or Departmental level,
although such documents must neither conflict with nor set
standards which are not as rigorous as those given here.
