Filming by a pillion passenger facing backwards on a motorcycle is only acceptable if the motorbike is properly adapted, and the rider and camera operator are competent, experienced specialists capable of thoroughly risk assessing the activity. This should not take place on public roads unless special controls and arrangements are in place. E.g. London Marathon. 
 
Unmanned, fixed mini-cameras may be useful for shots on and from motorcycles on a public road. However, they must be securely fixed (a safety bond may be required), not significantly protrude, or increase the likelihood of rider or pedestrian injury should an accident occur.
 
Special insurance may be required for the above activities.
