Getting started
Risk assessments will identify high risk
activities which should be controlled using a permit to work
system. The permit to work should be written by the person's who
will carry the works out 'a plan' stating how they will address the
hazards identified by the risk assessment this would be contained
in their 'method statement' and will identify the process the works
will follow, they should include specific information about special
equipment or controls including specialist skills of the personal
who will carry out the work.
Any manager responsible for a high risk
activity must decide in advance if a Permit to Work is required,
based on BBC requirements, statutory requirements or the findings
of a risk assessment.
Every manager responsible for activities
subject to a permit to work must check the permit to work has been
completed prior to the works starting and ensure those carrying out
the works understand the content and have all the equipment as
identified in the permit to work. Checks on compliance with the
terms of the permit should also be carried out.
There must be a strictly limited number of
managers who can issue permits to work, and before the permit is
issued the manager must be satisfied that all the hazards have been
eliminated or are under sufficient control. Within BBC premises the
Facilities Management team will control the permit to work
activities, the reason for this is co-ordination of different
activities is an important part of the permit to work system.
All BBC buildings will have a permit office or
work authorisation office, which manages the issue and sign off of
the permits. Additionally you can contact BBC Safety for
specific advice.
Where a permit to work system is established it
must be uniformly applied to BBC staff and contractors.

buildings controlled by the JCI Facilities team their permit to
work system take priority over local arrangements.
Activities carried out by any contractors
including Seimens and Red Bee will need to comply with the BBC
permit to work systems in areas under the control of the BBC.
