Construction (Design & Management) Regulations 2007 (CDM)

CDM at the BBC
CDM provides a set of management arrangements identifying roles and responsibilities to enable construction activities to be delivered safely.

To avoid accidents and incidents, the CDM regulations put formal obligations on the clients, designers, CDM Coordinators and contractors in respect of health and safety.

How the BBC will ensure Compliance with CDM Regulations
The BBC CDM Standard has been adopted as the overall approach to be applied across the BBC. At present all systems and procedures are detailed in this document, 'CDM Standard'. In addition each division within the BBC has created a set of arrangements setting out how their activities which fall within these regulations will be implemented which can be downloaded from myRisks Tools.

The BBC commissions a substantial amount of construction related activity as it improves its portfolio of accommodation. Construction related work has also become an increasing feature of the programme production process and larger technology installation projects involving the installation of fixed 'plant and equipment' can constitute 'construction' activity. In recognising the BBC's responsibility and position to influence health and safety standards, by applying the aims and objectives of this document, the BBC will help to shape the construction industry in the future.

Where Could CDM Apply?
Potential application of the CDM regulations to activities within the BBC is extremely broad, encompassing anything from set design and production activities through to technical installations as well as the more obvious construction work. CDM applies to construction work within a structure; both the term 'construction' and 'structure' have very specific and wide meanings under these regulations. Clarification of these meanings has been provided below. There are also thresholds time and people on site which trigger different types of application of these regulations:
