Fire Safety in Studios and on Location
Occupied Buildings
When any location work is
carried out in an occupied building, in addition to a Programme
Risk Assessment there must be co-operation with the occupier to
ensure that all BBC employees are instructed in:
- The means of escape.
- The fire alarm signals (if any).
- The evacuation procedures.
- Any relevant fire policy of the occupier.
For short term location work, such as radio or television interviews, nothing more may be required.
In the case of longer
term work, if the building is a place of work, a documented fire
risk assessment should normally be available from the owner or
occupier. This should be studied and taken into account in the
Programme Risk Assessment. There should be co-operation between the
BBC staff and the occupier to ensure that the work carried out by
the BBC does not invalidate the existing fire risk
assessment.
In the case of work in
domestic premises, existing fire precautions may be inadequate for
the number of persons involved in location work and the nature of
the work. The Programme Risk Assessment must ensure that there are
suitable compensating measures to cover any shortcomings in fire
precautions (e.g. provision of additional fire
extinguishers).
In all cases, it must be
ensured that there is suitable control over any hazards introduced
by the work, such as the proximity of hot lamps to combustible
materials.
