Key Points

  • A risk assessment must be completed before any event takes place which will have the potential to cause smoke, fumes or odours.
  • Personnel managing outside broadcasts, locations, events and BBC premises must take all reasonable steps to avoid causing smoke, fumes and odours are classified as a statutory nuisance.
  • The emission of any dark smoke from BBC occupied premises must be prevented at all times, except for limited durations whilst oil and coal fired furnaces, appliances or static engines are started from cold - see Building Energy for more information.  Emission of dark smoke is an offence under the Clean Air Act.
  • The use of ozone depleting substances and flourinated greenhouse gases at BBC occupied premises must be tightly controlled and relevant records must be kept to demonstrate compliance.
  • From 4th February 2008, the London Low Emissions Zone comes into force. Lorries, busses and vans entering the zone must meet particular engine standards or pay the £200 daily charge.
