Licensing
A local authority licence is often needed for
public entertainment and for events involving music and dancing.
(The venue manager should provide a copy for the Event Safety
file). If a licence is not available or does not cover the specific
event then the Event Organiser will need to apply to the Local
Authority where the event is being held at the earliest
opportunity. In any case the Local Authority will usually request a
preliminary meeting to discuss the proposals for the event before
granting a licence and/ or allowing the event to proceed. Present
at this meeting may be members of the emergency services, Health,
Safety and Security advisors and other interested parties. For more

The Local Authority will require, for example,
the following:
- The date and time of the event; event schedule
- the location of the event;site plan
- Structural calculations
- proposed occupant capacity;numbers expected); traffic plan
- artist profile;
- audience profile;
- whether alcohol is on sale and/ or smoking is permitted;
- whether the audience is standing, seated or a mixture of both;
- the movement of the audience between the entertainment and/or facilities;
- artistic nature of the event, single stage, multiple-arena complex, etc.
- the overall welfare facilities
- the overall emergency arrangements
