Investigation

It will be the responsibility of the Head of Investigation Service to appoint an Investigator on report of malicious or criminal intent. Once reported and recorded an enquiry will commence with the following objectives:
 
  • To establish the facts as reported.
  • To identify the value of loss.
  • To identify the person or persons responsible and recover the property where possible.
  • To identify any links with previously reported incidents.
  • To offer advice on crime prevention and future protection of assets.
  • To decide on police involvement in the enquiry.

Police Involvement
It will not always be appropriate to report malicious and criminal acts to the police in the first instance. A decision on whether to involve the police will be reached after consultation between the victim, the Facilities Manager (Duty facilities manager in London) or line manager and the Investigator appointed to the case. There will be a number of variables affecting any individual case that will determine whether the matter is dealt with internally or by involving the police.
 
Should a decision be reached to involve the police, it will be the responsibility of the facilities manager or the Investigator to summon the assistance of the police. Once called the police have a duty to question any person they consider will be of value to the case during the course of the investigation. In practice this will always be done in the presence of the line manager, Duty Facilities Manager or an Investigator. Should the police ask to interview an individual on their own, this will be arranged provided it is with the explicit consent of the individual.
 
The BBC has to follow strict codes of practice in disciplinary matters, and for this reason any person suspected of a crime by the police will not be interviewed on BBC premises. If during the course of an interview with a witness they become a suspect, the police will be advised to terminate the interview. In such cases the BBC may arrange for the release of the person from the work place, so that the interview can take place elsewhere.
