Below Ground Oil Storage

Below ground tanks and associated pipe work represent a high risk to the environment as inspection is difficult and leaks may go undetected.
 
The minimum requirements for below ground oil storage at BBC premises are:
  • All deliveries of oil must be supervised by an identified responsible person to ensure that the oil is delivered to the right tank, tanks are not overfilled and that a record of the volume of oil delivered is retained on site.
  • An identified responsible person must undertake a check on the amount of oil purchased against the amount used after every delivery in order to identify potential losses and ensure a record of this is retained on site (any discrepancy must be logged as an environmental incident using MyRisks - Tools and investigated by management as appropriate).
  • A specialist contractor must be engaged, general advice or information can be obtained from Ask Al - Safety Advice Line, to undertake condition surveys on underground tanks should there be any discrepancy in volumes oil stored, a record of the survey must be retained on site and remedial actions must taken as appropriate.
  • An identified responsible person must inspect the facility at least once a week to check the condition of pipe work for damage and a record including any remedial actions should be retained on site.
  • Emergency plans are required to cover oil storage, and this must include the provision of spill kits and drain covers.
  • The installation should be protected from vandalism e.g. oil should be stored within a secure area.
